Validation still occurs for deleted 'Controller Level' Controller Services

    Description

      When verifying an XXE validator PR (https://github.com/alopresto/nifi/commits/pr3507) for the XmlConfigurationLookupService, Andy found that the validator on a controller-level scoped controller service will still be executed/emit logs even after it is deleted. This does not occur on the process-group scoped controller services.
