When Parameter Context is changed on a versioned Process Group, it shows as a "Local Modification"

Changing which Parameter Context a Process Group is bound to should be considered an "environmental difference" not a "Local Modification". I.e., if you have a group under version control and you change the parameter context, it should not show an * an indicate that there are local modifications.
