Remove <extensions/> for all but the compile and aspx plugins

Several examples, archetypes, and generated POMs (by the project importer) write the <extensions>true</extensions> tag next to NPanday plugins. This is unneeded for plugins other than the compile plugin (introduces all the artifact types and lifecycle bindings) and the aspx plugin (introduces the asp artifact type).
