Update NOTICE.txt to drop some copyrights

We have many references to software copyrights which should be dropped. Most of these relate to the Lucene legacy days.

As I am unfamiliar with most of these, and that is important to inlcude all references to software outside of the ASF, I would appreciate if this list could act as a beginning for completing this issue.
