Segment copy - avoid instantiation of source persistence if it is not null

Currently the builder passed source persistence cannot be used in the case of copying segments in a flat hierarchy to a TAR destination because it is always instantiated in the code from the source parameter.

The current minor change allows the source persistence to be re-used from the builder.
