Add builder to file store

FileStore has zillion constructors, which makes evolving the class difficult. For OAK-2552 e.g. I need to pass the whiteboard to the file store. Adding yet another couple of constructors is insane. Instead I propose to add a static builder to FileStore and deprecate the constructors.
