Don't release oak-segment-next when the reactor project is released

oak-segment-next is currently included in the top-level reactor project. This implies that a release performed on the reactor project will be performed on oak-segment-next as well. oak-segment-next shouldn't share the same versioning and release policy as the rest of the project, at least temporarily.
