segment-tar should be used for the inplace JCR2 upgrade

When oak-upgrade is provided with just one parameter, it treats it as a JCR2 repository directory and upgrades it in-place to SegmentMK. Since the segment-tar is the default choice in the oak-upgrade now, it should be used for the in-place upgrades too.
