Log warning when revision GC is skipped

VersionGarbageCollector currently logs an INFO message when garbage collection is skipped due to a checkpoint that is older than the maximum revision age. In most cases this indicates a potential problem like an orphaned checkpoint and should be logged as WARN instead.
