Remove privilege mgt configuration from SecurityProvider

in contrast to the pluggable features listed in the container issue
the privilege mgt should be considered built-in and global functionality
of the repository similar to node types, namespaces and versioning.

IMO it doesn't make sense to provide extra plugability for that part
of the security setup.
