Parametric Data Model File Manager Catalog

On the Regional Climate Model Evaluation System/Water Resource Management project at JPL we have baked up a File Manager catalog that builds a database of paramaters, datasets, granules, and the actual dimensional data they store. The relationships between these objects are also created.

I'll throw up a patch that contributes this back to the File Manager core as an out of the box useable catalog.
