Open meetings in a new window or tab

Opening the meeting in a new tab or window selection, you can remove any content that usually fill the page in moodle web.
This degrades significantly the use of the instrument for meeting the training in full screen.

Propose an enable flag in pannel for setting Plugin.
Subsequently, the decision to open the meeting in the same tab, a new tab or in new window at creation of activities.
