Write a test for the POSDictionary to test the case sensitive/insensitive flag

The test should be part of the existing POSDictionaryTest class.
And should test the following:

• Loading an xml dict with the case sensitive flag works in both cases
• When writing the dictionary the tag is serialized correctly
