Indicate local index usage in explain plan

    Description

      The query plan is not clear at all that a local indexes is being used: 

      WAY RANGE SCAN OVER my_table [1, 'foo']

      Instead, we should show something like this:

      WAY RANGE SCAN OVER LOCAL INDEX my_local_index ON my_table [1, 'foo']
