Ensure new rows not seen if split occurs during UPSERT SELECT to same table

    Description

      Since we're running at the latest time stamp during an UPSERT SELECT, we should ensure that if a split occurs, we still do not see the new rows that have been upsert. If that's not possible, we should likely fail the UPSERT SELECT.
