Python driver throws "No select statement was executed." exception on timeout

We've had reports of phoenixdb throwing a No select statement was executed.  exception for selects in cases where the connection times out.

Repro and confirm the issue, and try to return a more appropriate exception.
Also repro and compare the behaviour with the java thin client.
