Update github actions runner to ubuntu-20.04 for connectors

CI Github actions for connectors fail because no runners are configured.
We also get a warning about the 18.04 image we are using.

Updating the image may or may not fix the no runner problem, but as 18.04 goes EOL in a few weeks, we should update anyway.
