Provides Perl language bindings

This set of patches provides a basic Swig language binding for Proton in Perl. It additionally provides two classes, qpid::messaging::Messenger and qpid::messaging::Message, to allow easy message client development. Also provided are two example apps that demonstrate how to use these new classes.
