C++ Messaging Client .NET Binding failed to wrap Receiver.close() managed exception

Issue QPID-2923 covered the reasons wrapping the unmanaged native exceptions and returning managed exceptions to the .NET application.

This issue covers one instance that didn't get the treatment.
