Adaptation of Python qpidtoollibs to Ruby

I have ported the Python qpidtoollibs code to Ruby. This adds a high-level interface for querying the broker for information about exchanges, queues, bindings, etc. and an easy way to create exchanges, queues, bindings, etc.
