Default string encoding for dynamic languages should be UTF-8

    Description

      Currently when the dynamic languages send properties they're encoded as VBIN rather than UTF-8, and only changed if the language (such as Perl) explicitly change that to UTF-8.

      The default instead should be UTF-8.
