[Java Broker] Allow the use of separate message stores and configuration stores for the (nonHA) virtualhost

    Description

      Allow the setting through configuration of a configuration store for the virtual host which is separate from the message store. This allows for text based config stores to be used alongside optimised transaction logs for message stores.
