Windows qpid-tool never synchronizes with broker

    Description

      Qpid-tool on windows does not complete its mission. When run it creates a connection to the broker, exchanges some traffic, and then stalls. No data is visible from console 'list' command.

      A linux-based qpid-tool successfully connects to a linux broker and to a windows broker.
