HA - backup broker messages are larger than primary messages.

Start a HA cluster, send some messages to a queue, then run
qpid-stat -q <somequeue> --ha-admin
on each broker in the cluster. Messages on the backup brokers will be slighlty larger than on the primary.

This is a problem when backup brokers reach their queue limits before the primary due to the larger messages, they are no longer able to function as backups.
