    Description

      audit based policy that has no policy item are not exported in CSV file
      scenario:
      1) create a yarn policy without any policy item
      2) go to report page
      3) export as csv file
      ER: CSV file should have audit based yarn policy
      AR: CSV file does not have audit based yarn policy
