ranger tagsync doesn't start when you create a truststore for it

    Description

      If ranger admin ssl is not enabled and tagsync's configuration variable 'ranger.tagsync.dest.ranger.ssl.config.filename' is set to to some existing truststore, then tagsync fails to start.
