Validate the Hbase plugin functionality

This Jira tracks following failures in policy UI:

• Test Connection functionality that validates service configurations to connect to HBase
• auto-completion as users enter HBase table/column-family names

bhavikpatel  identified the root cause: missing following telemetry libraries in the HBase plugin packaged in Ranger admin:

• opentelemetry-api
• opentelemetry-context
• opentelemetry-semconv
