Keep version in plugins sample doc up to date

ATM in the plugins examples the version is hardcoded, e.g.

<plugins>

<plugin>
<groupId>org.apache.rat</groupId>
<artifactId>apache-rat-plugin</artifactId>

</plugin>

</plugins>
