Description
- There are some leftover submodule references to core Ratis artifacts (mostly in ratis-assembly).
- Update artifact ID, name and description in POMs to avoid collision with core modules (root, ratis-assembly, ratis-resource-bundle).
- Update release artifact name in make_rc.sh.
