Provide helper scripts for code quality checks

In Ozone we started to use simple shell scripts to check the quality of the code. (dev-support/check/checkstyle.sh). They help us to execute local maven commands quickly and collect all of the results.

They also help us to use github-actions or other highly parallel CI in the future.
