Convert basic webapp scaffolding to Angular

This ticket marks the most basic transition to an Angular webapp.

To close this issue, we must implement static pages of Rave's

• No longer use JSP
• No longer use hard page refreshes; angular's ui-router should be used instead
• Implement a static login page
• Implement a static home page, including static tabs
• Implement a static profile page
• Implement a static admin page

These 'static' pages need not be functional for this ticket to be complete.
