Fix Driver Restart to correctly use the YARN application ID and not use the Job ID passed in by the user

    Description

      Currently, the code in DefaultYarnClusterHttpDriverConnection sets the user's job ID as applicationId. We should discover the YARN application ID by using environment variables instead, such that the Evaluator can re-discover the restarted driver correctly.
