Exclude StreamingRemoteManagerTest from AppVeyor coverage temporarily

    Description

      REEF-1243 tracks work on StreamingRemoteManagerTest tests getting stuck in AppVeyor runs. While this issue persists, our AppVeyor CI is not useful, as it always shows tests as failed.

      I want to exclude this group of tests from AppVeyor until resolution of REEF-1243, so that meanwhile we can use it at least for partial test coverage of our .NET code.
