DataLoader should support user-defined number of compute and data requests.

The current dataLoader implementation supports just one compute evaluator request and one data evaluator request.
As we have included rack-level information, it is now desirable to specify where we want those evaluators to run, and also, have the possibility to ask for more than just 2.
