Support Broadcast input stream in high-level API

Support of letting user configure the stream to be broadcast, e.g. :

streams.sid.broadcast=true

The StreamSpec already contains the field for broadcast, which needs to be populated from this config and then serialized into task.broadcast.inputs by the planner.
