support readSettings for clearcase, starteam and vss

SCM-535 broke a couple of my tests, but it's indeed an improvement. Although not all the settings which can be read have been improved with this feature.
With the attached patch you can use both getSettings and readSettings for clearcase, starteam and vss as well.
