Add Maven SCM Provider for Micro Focus Dimensions CM

We have developed a Maven SCM Provider for the Micro Focus Dimensions CM SCCM system (https://www.microfocus.com/en-us/products/dimensions-cm/overview) and would like to add this to the maven-scm project.

The code and documentation are currently hosted on GitHub under an Apache 2.0 License:
