Add cache for HMS server filtering hook

The filter in SentryMetaStoreFilterHook does not cache sentry privileges. Therefore, for each item in the list, sentry client has to get privileges from sentry server.

To improve performance, we need to add cache in SentryMetaStoreFilterHook
