AgentUtils.getApplicationMetainfo() swallows IO and parse exceptions

The AgentUtils.getApplicationMetainfo() method catches IOE and parsing exceptions & simply returns null, which is converted in the agent provider to a generic "failed to load metadata" error.

The exceptions should be thrown so that diagnostics on problems can be performed
