Use a streaming filter in RepoInitParserService

The change of commit 05cae0cce, which uses a streaming Reader to add the ending newline before parsing, was handled in SLING-10215 but really belongs to the repoinit parser module.

I'm creating this ticket so that SLING-10215, which is not resolved yet, does not block the next repoinit parser release.
