Enforcing configuration below config folders is not taking into account the xml config handler

The regex we use to find configurations in the case of the XmlConfigurationEntryHandler is matching all xml files below an install or config folder. Whether it is consider a config or not is decided later. The enforcement is failing if there is a match below an install folder - hence, it can make the convert fail even so the match would have been rejected later.
