Converter needs to issue create path statements for repoinit path without node type

When an ACL targets a path, the converter will only issue create path statements for the path if it can determine the node type - otherwise, the statement is omitted. Instead, the converter should issue a create path statement without type - hence, passing the problem to the runtime where the default type can be used.
