Provide a TOC within the Installer Console

The Installer Console at /system/console/osgi-installer tends to give out a lot of information leading to a very long page. To ease jumping to the individual sections there should be a table of contents at the beginning of that console which allows to directly jump to the following sections:

1. Active Resource (for each type one link)
2. Processed Resources (for each type one link)
3. Untransformed Resources
