Commons Threads: Remove scr plugin from pom

Commons Thread is using the parent 30 while still leveraging the Felix SCR Annotations together with the maven-scr-plugin. This is known to cause issues. Either the parent dependency needs to be downgraded or Commons Threads needs to migrate to OSGi annotations and get rid of using the maven-scr-plugin.
