Throttling should be available on a per endpoint basis

The throtling parameters should be (ideally)

• easily configured dynamically
• available on an endpoint output, input, or route (endpoint -> endpoint ?)
• persistent ...

Not sure if all these features are needed atm. The first step would be to do that
on a per endpoint basis
