Improve support for errors while processing jbi exchange and errors while deleting file

The ftp poller should be able to:

• not delete the file if the exchange processing has failed with an ERROR status
• not remove the lock if the file has not been deleted

If using a persistent lock, this would ensure clusterability and an at-least-once delivery mechanism.
