Allow configuring HTTP consumer endpoint for handling late responses from the bus

While consumer timeout handling in issues like SMXCOMP-866 is basically correct, it would be nice to send out less 'alarming' messages to the log to avoid confusing people. It would also be nice to have an option to just ignore the late response entirely and just issue a warning for it or something.
