Add Javadocs for SolrJ collection admin request classes

The myriad of classes under CollectionAdminRequest have little to no javadocs. We shouldn't be forcing people to lookup documentation for these requests from the ref guide all the time. I think a basic level of javadocs would be nice to have. Extra points for linking them to the relevant page/section of the ref guide for further reading.
