Developer Curb Appeal: Can't use Solr UI if no cores are present

    Description

      One way to bootstrap a Solr Cloud instance is to start Solr with no cores, and then later use the REST API to create collections, etc.

      However, currently you can't use the Solr Admin GUI until at least one core is added.
