Don't perisist replicationFactor by default.

    Description

      It seems this should not be persisted by default as it can quickly stop matching reality.

      Once we have the "ZooKeeper is Truth" mode for SolrCloud, we should add an option to enforce the replication factor for a collection - but only if that option is on should we persist replicationFactor.
